Marc is a consultant with wide experience of city and national economic development as well as strong knowledge of and affinity with languages and culture of the Middle East. As an executive director at the London Development Agency he had overall programme management responsibility for approximately $240 million worth of business support, employment and international city promotion projects and 150 staff. He also successfully established a new function to respond to London Olympic challenge through development of local employment and training programmes, sustainable procurement approaches, and international marketing opportunities in China (linked to 2008 Beijing Olympics). Previously he managed and was lead author of London’s Economic Development Strategy, on behalf of the Mayor of London. This strategy underpins the corporate strategy of LDA and many other organizations in London. Previous experience includes: senior adviser and international forecast manager at Bank of England; country team manager at World Bank in which capacity he developed corporate strategy for government bodies; senior researcher at Palestinian law and development centre, Al-Haq in Ramallah, West Bank where he carried out research into economic development for three years. Marc grew up in Kuwait (1962-73) and Abu Dhabi (1980-84).

This is London’s Economic Development Strategy, prepared by the London Development Agency (LDA) on behalf of the Mayor of London. It replaces the 2001 Strategy Success through Diversity and is part of a suite of Mayoral strategies. It sets out a plan for the sustainable, equitable and healthy growth and development of London’s economy to 2016. Many of the actions presented here will be completed before that. The Strategy will therefore be updated as and when appropriate.

OpenCities Managing Director Marc Stephens writes about Saudi Arabia's economic challenges and prospects in the latest edition of the journal of the Middle East Association, OME. Marc writes: "Average oil prices have increased at least six-fold since 1998 and Saudi Arabia, with about a third of total OPEC oil revenues, has benefited more than most. But all is not yet well in the Kingdom of Saudi Arabia. In fact, the scale of the windfall that the country is now enjoying is matched only by the economic and social challenges that it faces." Marc Stephens was keynote speaker at the Ufi/Learn Direct Annual conference in London on 6 July 2007. Over 100 participants representing training providers from across London and the south east attended. Marc gave an overview of key challenges facing providers today as skills policy and performance management focus more and more on economic outcomes like employment and business satisfaction and less on Ofsted inspection results and qualification outputs.
