Welcome to OpenCities Ltd. We are a strategic management consultancy specializing in sustainable development and organizational change. We help organizations tackling the world's greatest challenges at the nexus of environment and development including climate change, poverty reduction and equality, biodiversity.


We began in 2006 and have worked with organizations across the private, public and social sectors both in the UK and internationally. Our clients have included international development agencies, governments, British and European corporates, local authorities, local business organizations and many others.


We notice connections that others miss – between cities and the rural space; in the shipping and other trading links that tie countries together; and between the environment, the social, the economic, the scientific, the political and the cultural.

We are passionate about taking on big challenges that matter to our clients and, sometimes, whole populations. Climate Finance in FCV Settings

In June 2024, OpenCities director Marc Stephens moderated a two day workshop in Abu Dhabi, hosted by the Anwar Gargash Diplomatic Academy. The workshop was co-convened by the AGDA, COP28 Presidency, Asia Development Bank, Green Climate Fund, Global Environment Facility, and World Bank Group and attended by over 30 organizations. The workshop generated 21 proposals for accelerating the flow of climate finance into FCV settings. These proposals are introduced and summarized in the attached paper   published by the World Bank (2025) and co-authored by Lindsey Paul Jones, Amir Khouzam and Marc Stephens.
